Director's Message

In 2011, DEO became a new state agency. The three distinct agencies that originally formed DEO have been streamlined into a single culture pursuing a unified mission of helping Florida’s economy and communities prosper. Through a variety of agency-wide initiatives, we have streamlined operations while strengthening the ties between economic, community and workforce programs. In the last five years, DEO’s mission has become multi-focused in these three key areas to allow us to look at Florida’s growth holistically.

Florida is the third most populous state in the nation, home to more than 20 million people, according to the U.S. Census. Around 1,000 people are moving to Florida every day – what a great result of the state’s economic recovery! Florida’s economic indicators also continue to outpace Texas, New York, the nation and most of the ten most populous states.

In June, we learned that the state has added more than 1.39 million private-sector jobs over the past six years. The state’s unemployment rate in May 2017 was down to 4.1 percent – nearly a 10-year low. 

Florida’s economy is resurgent and I look forward to the state’s continued prosperity as we affirm our commitment to implementing pro-growth, business-friendly policies.

Cissy Proctor was appointed by Gov. Rick Scott as the Executive Director of the Florida Department of Economic Opportunity in January 2016. Director Proctor is focused on ensuring that Florida remains the top state in the nation for job creation by continued efforts to diversify Florida’s economy through partnerships across economic, workforce and community development.

She believes that by working to recruit new businesses to our state, supporting the growth of existing businesses and making investments in strong workforce development and infrastructure, we will ensure that Florida continues to lead the way.

She has built relationships with businesses, elected officials and policy experts across the country to ensure the department is effectively serving businesses, communities and individuals so that Florida remains the best place to live, learn, play, work and do business. 

Before joining the department in 2013, Director Proctor practiced law with the Tallahassee-based firm Bryant Miller Olive, PA. She received her J.D. magna cum laude from the Florida State University College of Law and her bachelor’s degree in International Affairs from Florida State University.
